My Mission
To promote the adoption of free and open source geospatial software in public administration, showing that FOSS4G tools can power secure, enterprise-grade GIS solutions and sharing that knowledge with the community.Biography
I am a GIS Architect and Software Development Team Leader at the Intendencia de Montevideo, Uruguay, where I work on the design and implementation of geospatial information systems for the municipality.
I have led mobile application development teams since 2016, and since 2022 I have been responsible for the architecture and technical leadership of the municipality’s GIS solutions. My work is built on Free and Open Source Geospatial Software, mainly QGIS, GeoServer, PostgreSQL/PostGIS and OGC standards such as WMS and WFS-T.
My main project is Plugineta, a corporate QGIS-based platform for editing, validating and managing geospatial data, with centralized access control and integration with institutional systems. I presented it at the QGIS User Conference 2025 in Norrköping, Sweden, and it is now released as open source under GPL-3.0: https://github.com/dti-montevideo/open-plugineta
I am especially interested in open source GIS adoption in public administration, geospatial interoperability, web GIS architectures and knowledge sharing within the FOSS4G community.
